Job Summary:

The Enterprise Applications Manager will manage a team of technical resources responsible for the development, implementation, and production support of Cloud Technology. The incumbent will be responsible for overseeing the successful implementation and building an operating model for an enterprise application. The candidate must have experience in implementing or delivering a technical solution at an enterprise level and experience in working and coordinating with multiple stakeholders-business team, clients, third-party vendors, and internal development teams-to manage the scope and timeline in delivering the overall solution. Candidates must be able to work with all stakeholders to identify, communicate, manage, and mitigate risks and issues. The individual must be able to partner and build a working relationship with the business stakeholders and be able to manage and communicate business priorities to internal and vendor technical teams to ensure that business initiatives are accurately implemented, delivered on time, and within the scope outlined by the business team and IT leadership.

Leadership

  • Communicates clearly and directs team to meet company, division, and team goals and objectives.
  • Conducts performance reviews on an annual basis and administers salaries for the staff.
  • Ensures staff meets all regulatory requirements and comprehends and complies with best practices, professional standards, internal policies, and procedures.
  • Drive for high quality results.
  • Must have Customer Focus and be comfortable and adaptable with change.
  • Directs a team of technical resources ranging from data analysts, developers, system engineers, and production support staff.
  • Along with the IT Director, helps lead the business in making decisions based on the company's strategic goals, technical complexity, risks, budget and timelines.
  • End to end accountability for the on-going development and delivery of IT products and services as they support each functional business area.

Responsibilities:

  • Manage developers, analysts, system engineers, and production support personnel in delivering IT solutions and support.
  • Manage a detailed implementation plan for client onboarding, forecasting of hours, and coordination with EPMO for management.
  • Manage detailed IT development and testing plans along with dependencies across teams.
  • Ability to interact with business, clients, and other vendors to provide status, communicate issues, come up with recommended solutions, and bring teams together to achieve the agreed upon scopes and goals.
  • Manage and coordinate integrations, application enhancements, and dependencies across multiple teams and applications.
  • Responsible for working and coordinating with developers, architects, SQA, and security in the client implementation-ensuring that these teams are communicating and coordinating with each other and the project managers-to ensure accurate status, risks, and dependencies are reported and escalated when needed.

Education/Experience:

  • Bachelor's degree required or 12 years of relevant experience in lieu of degree.
  • 5+ years experience with business information systems integration or custom business application design and development in a professional technology consulting, corporate MIS or software development environment.
  • Requires (5) to (10) years professional experience in Information Systems.
  • Requires 2-3 years of management experience in leading a team.
  • Deep expertise in 3 or more of the following:
    • Production support and operations
    • Data Platform/ Data Warehouses
    • Experience or working knowledge of AWS services and Technologies such as:
      • AWS Managed Workflow for Apache Airflow
      • AWS Glue, EC2, Athena, Redshift, Appflow, DBT, etc.
    • Enterprise integration Technologies (API, SFTP)
    • Relational database experience such as Oracle & Redshift
    • understanding of developer tools such as Jenkins, Bitbucket, AWS Cloud Formation, AWS CLI, Workspaces, etc.

Knowledge:

  • Requires understanding of managed care business processes, data, systems, and applications for claims payment, enrollment, benefit design, product pricing, network and provider contracting, care management & utilization management.
  • Requires technical skills with database concepts, data analysis development, data warehousing, and decision support tools.
  • Experience managing or implementing a data platform or data warehouse for an enterprise.
  • Prior experience in delivering technical solutions using a System Development Life Cycle (SDLC) is a must.
  • Requires experience and understanding of an IT operations support model, including SLAs, incident and problem management and ITIL.
  • Good understanding and experience in the Health Insurance industry a plus - In particular, high-level knowledge of claims and provider payment processing; understanding of eligibility and provider data.
  • Experience with Cloud technologies and implementations on the AWS platform is preferred. Including a working knowledge of AWS services used in developing data pipelines.
  • Knowledge of Jira and agile development methods and concepts is preferred.

  • Requires a demonstrated aptitude for problem solving and logical thinking and the ability to report findings in an accurate manner.
  • Requires outstanding organizational skills including the ability to plan, organize, and prioritize work assignments.
  • Requires strong experience in system development processes as well as technical skills with database concepts, data warehousing, and AWS Cloud technologies and concepts.

Salary Range:

$133,900 - $182,805

This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to: education, experience, licensure, certifications, geographic location, and internal equity. This range has been created in good faith based on information known to Horizon at the time of posting. Compensation decisions are dependent on the circumstances of each case.
