Summary of Job Duties:The Senior Director of Procurement (Director) is responsible for guiding university departments, internal and external stakeholders, and other entities to facilitate and support procurement operational objectives. This position will oversee the formulation of policies and direct personnel engaged in the procurement, strategic sourcing, supplier contracting, and supplier management processes. The position will provide guidance and advice on establishing contracts for the university and keep abreast of available contracts as established at the state level via the Office of State Procurement (OSP), and professional vendor associations via cooperative consortia. This position will provide support to university personnel, suppliers, and other entities regarding state procurement laws and regulations, state and departmental procurement policies, procedures, and contract terms. The Director will maintain efficient procurement records, ensuring completeness, compliance, and sufficient public access. This position will direct activities in a collegial and collaborative environment. This position holds Agency Procurement Official (APO) status with signature authority up to $250,000.00 on binding UAF contracts. The Director will develop and maintain professional relationships with external customers and will ensure strong internal relationships throughout the university to ensure excellent service for university customers. This position leads procurement operations in advising and guiding the university through purchasing, contracts, and supplier management in accordance with federal and state laws and regulations and university guidelines, policies, and procedures. The Director reports to the Assistant Vice Chancellor for Business Services.

Regular, reliable, and non-disruptive attendance is an essential job duty, as is the ability to create and maintain collegial, harmonious working relationships with others. Qualifications:

Minimum Qualifications:

  • Bachelor's degree in business or related field from an accredited institution of higher education

  • At least ten years of purchasing or contract experience with no less than three years of negotiation experience

  • Experience with principles and techniques of public acquisition sufficient to prepare contracts, write specifications, evaluate and research products

  • At least one year of budgeting experience

Preferred Qualifications:

  • Government purchasing or contract experience

  • Experience and knowledge of state procurement laws, rules, policies and procedures sufficient to interpret, apply and communicate them

  • At least one year of financial modeling and data gathering techniques experience

Knowledge, Skills & Abilities:

  • Knowledge of state and agency/institution procurement laws and procedures

  • Knowledge of specifications and contracts

  • Thorough knowledge of public and competitive procurement practices and contract administration

  • Knowledge of state and governmental laws impacting proposed contracts as well as case law related to procurement and contracting

  • Strong interpersonal and communication skills, both verbal and written

  • Ability to formulate and interpret policies and procedures related to procurement

  • Ability to provide vision and leadership for a dedicated staff and effective management and oversight of the operations of the procurement office
