The Data Governance Manager will lead and coordinate data governance initiatives throughout the organization, focusing on improving data quality and safeguarding sensitive information assets. This role will emphasize the development and implementation of a robust data governance framework that includes policies, standards, and practices across both Business and Functional areas. The goal is to ensure consistency, quality, and security to meet the organization's business requirements. The governance scope covers solutions that are acquired, secured, sourced, and/or developed by the State. Form and manage a team tasked with ensuring data security, privacy, accuracy, availability, and usability. This team will also monitor compliance with internal policies, external regulations, and industry standards.

1. Development of Governance Framework

a. Create and oversee a roadmap for implementing data governance.

b. Launch a comprehensive data governance framework emphasizing: 1) Interoperability 2) Enhancement of data quality 3) Safeguarding sensitive information

2. Defining Roles and Accountability

a. Clearly outline roles and responsibilities related to data governance.

b. Ensure accountability for the stewardship of critical information assets throughout the organization.

c. Serve as a liaison between business, functional areas, and technology teams.

d. Ensure that data protection requirements are clearly articulated and integrated into operational planning.

3. Management of Information Inventory

a. Develop and maintain an inventory of enterprise information maps.

b. Identify key system owners and document interconnectivity among systems.

c. Experience using Data Management tools like Informatica, Alation etc.

d. Good understanding of data lifecycles, technical proficiency, and data architecture.

4. Setting Data Quality and Protection Standards

a. Lead the development and implementation of data quality and protection standards.

b. Encourage the organization-wide adoption of these standards.

c. Act as the primary contact for governance, data quality, and protection concerns.

d. Collaborate with business and functional leaders to improve the quality of data assets and ensure compliance with regulatory standards.

5. Establishing Performance Metrics

a. Define key performance indicators and quality metrics.

b. Ensure adherence to data-related policies and standards.

6. Identifying Strategic Business Opportunities

a. Explore ways to utilize information assets to enhance efficiency and effectiveness.

b. Promote the view of data as a strategic business asset in senior management discussions.

c. Work with external data sources to reduce redundancy and manage costs effectively.

d. Guide senior management discussions to address objectives and resolve governance-related issues.

e. Collaborate with IT to provide progress updates to board management.

1. Enhance the quality and value of core data assets.

2. Align data governance initiatives with strategic departmental objectives.

3. Strengthen data protection measures and ensure compliance with regulations.

4. Foster a culture that prioritizes data-driven decision-making within the organization.

Minimum Qualifications:

1. At least 5 years of experience in a major distribution organization, with expertise in large-scale data or project management and oversight.

2. Significant experience with Data Cataloging and Data Quality tools.

3. Strong understanding of data governance practices, including business and technology aspects of managing enterprise information assets and data protection methods.

4. Familiarity with industry-specific data regulatory requirements, as well as emerging trends and issues.

5. Deep expertise in risk data architecture and technology solutions.

6. Advanced analytical abilities to identify trends, analyze data, and make sound decisions; adept at solving complex data issues and implementing process enhancements.

7. Excellent relationship-building skills, with a proven track record of influencing work teams and key stakeholders.

8. History of successfully managing multiple priorities, maintaining a positive and professional image for the organization.

9. Strong interpersonal and communication skills, both written and verbal, adaptable to diverse audiences.

10. Proven experience in hands-on project and change management; capable of seeing the big picture while also addressing tactical details.
