SME-level Business Analyst

Harkcon is seeking a senior Business Analyst SME to streamline and modernize business operations and IT investments across divisions supporting the USCIS. You will lead requirements, process optimization, and system integration analysis to support backlog reduction, digitization, and automation initiatives. This role is ideal for a BA who can operate comfortably at the intersection of policy, process, and technology.

Key Responsibilities

  • Lead business process analysis and reengineering for highvolume workflows, using techniques such as process mapping and gap analysis.
  • Elicit and document detailed business, functional, and nonfunctional requirements, including use cases, user stories, and acceptance criteria.
  • Support Agile teams by grooming backlogs, refining requirements, and ensuring traceability from epics to deployment.
  • Develop process flow diagrams, SOPs, and decision logic to support IT development and system integration.
  • Collaborate with data analysts to define KPIs, data needs, and analytic use cases that support workload forecasting and performance management.
  • Participate in and support testing and deployment, including test case development, UAT coordination, and defect triage.
  • Work closely with stakeholders across DHS and external agencies to ensure process and policy alignment and to incorporate user feedback.
  • Contribute to operational readiness and change management deliverables (playbooks, training inputs, FAQs).

Required Qualifications

  • Education: Bachelor's degree in Business, Information Systems, or related field.
  • Experience:
    • Minimum 8 years of experience as a business analyst or subject matter expert.
    • At least 5 years supporting federal programs in process optimization, requirements analysis, and system integration.
  • Certifications (preferred):
    • Certified Business Analysis Professional (CBAP), PMI Agile Certified Practitioner (PMIACP), or equivalent.
  • Skills/Competencies:
    • Expertise in requirements gathering, process mapping, and workflow optimization.
    • Strong understanding of Agile methodologies, testing, and system deployment.
    • Ability to translate complex technical concepts into actionable business solutions for diverse stakeholders.
  • Clearance:
    • Ability to obtain and maintain DHS public trust suitability

Preferred Experience

  • Experience working with DHS mission programs, especially high-volume, rulesdriven adjudication or verification environments.
  • Handson experience with Agile tools (e.g., Jira, Azure DevOps) and data visualization tools (e.g., Tableau, Power BI).
  • Familiarity with Staffing Allocation Models (SAM), workload forecasting, or similar analytic models in a federal context.

This position is anticipated to be a hybrid work arrangement with some time spend working remotely and some time spent at the client site in Camp Springs, MD.
