The Motor Vehicle Administration (MVA) is seeking an experienced and strategic Director of Human Resources & Organizational Development (HROD) to lead agency-wide HR operations, workforce planning, and organizational development initiatives. This role reports directly to the Deputy Administrator of Support Services and is responsible for building and mentoring a high-performing HR team, ensuring compliance with Maryland HR laws and regulations, and driving initiatives that support operational excellence across a fast-paced, high-volume public agency. A talented individual who shares the division's commitment to providing continuous professional development of a large and diverse workforce for the Office of Human Resources and Organizational Development (OHROD).

The Director HROD is an Executive Service position responsible for managing the Human Resources functions for MDOT MVA to ensure the office's actions are aligned with MDOT's mission. The director is responsible for recruitment and retention, employment and staffing, employee benefits, classification and compensation, employee-employer relations, and organizational development and workforce training.

The Director will develop, implement, and review departmental policies and programs that meet and address MDOT MVA's organizational needs through executive leadership, and strategic direction with the capacity to lead organizational change while mainlining the highest levels of premier customer service to internal and external customers and stakeholders.

Responsibilities include but are not limited to the following:

  • Develop and implement departmental policies and programs
  • Manage core services
  • Provide guidance and recommendations to the Administrator, Deputy Administrator and Directors on new policies or legislation affecting the Administration
  • Provide advice to managers on highly sensitive or complex issues
  • Provide coaching, mentoring, and professional development to members of the HR staff to strengthen capabilities and performance
  • Ensure compliance with Maryland HR laws, COMAR regulations, TSHRS policies and MOU's
  • Oversee Human Resources and Organizational Development budget
  • Serve as Human Resources and Organizational Development's representative to MDOT improvement efforts
  • Collaborate with the Civil Rights and Fair Practices office to ensure all employment actions are compliant and equitable

The current vacancy exists at MDOT MVA, which is located in Glen Burnie, MD (Anne Arundel County).

This hybrid position allows for a combination of telework and in-office work. More details will be discussed during the interview process.

Qualifications

PREFERRED QUALIFICATIONS:

Education: Bachelor's degree in Human Resources, Public Administration, Business Administration, Organizational Development, or related field.

Experience: Seven (7) years of executive-level experience, including leadership of HR teams in large, complex organizations. Three (3) years must have been in employee relations, performance management, workforce planning and organizational development.

The ideal candidate will possess the following:

  • Strong leadership and communication skills.
  • Ability to exercise sound judgment, maintain confidentiality, and manage sensitive personnel matters.
  • Ability to operate effectively in a fast-paced, high-volume environment.
