POSITION SPECIFICS

The Fleet Services Manager provides leadership and oversight for Penn State Transportation Services' Driver Services and Campus Shuttle program. This role ensures safe, efficient, and customer-focused transit solutions for the University Park community. Responsibilities include daily operational management, strategic planning, stakeholder engagement, and advancing service improvements aligned with Penn State's sustainability and accessibility goals.

Responsibilities

  • Oversee daily transit and driver services operations.
  • Design and optimize routes and schedules.
  • Coordinate fixed-route, demand-response, and special event transportation.
  • Supervise and develop drivers and support staff.
  • Manage hiring, coaching, and employee relations, including union matters.
  • Ensure compliance with FTA, DOT, OSHA, ADA, and other regulations.
  • Develop and enforce safety policies and emergency plans.
  • Administer departmental budgets and monitor expenditures.
  • Prepare financial reports and forecasts for leadership.
  • Partner with Fleet Vehicle Manager and Physical Plant on vehicle and facility maintenance
  • Oversee fuel island and car wash operations.
  • Collect and analyze operational data and KPIs.
  • Prepare performance reports for stakeholders.
  • Serve as liaison to CATA and third-party vendors.
  • Resolve complex customer concerns and coordinate shared service planning.
  • Contribute to long-range planning and capital improvement projects.
  • Support innovation in transit services aligned with sustainability goals.

MINIMUM EDUCATION, WORK EXPERIENCE & REQUIRED CERTIFICATIONS

Associate Degree 6+ years of relevant experience; or an equivalent combination of education and experience accepted Required Certifications: None

Preferred Qualifications:

  • Bachelor's degree in transportation management, logistics, public administration, or related field
  • Experience in public transit or related field, including supervisory or management roles.

SALARY & BENEFITS

The salary range for this position, including all possible grades, is $61,800.00 - $89,600.00.
