The Program & Portfolio Delivery Manager is a hands-on, execution-focused leader responsible for driving the successful delivery of Rumpke's most critical initiatives. This role emphasizes disciplined execution, accountability, and delivery outcomes while establishing scalable project, program, and portfolio management practices. This position ensures projects and programs are effectively staffed, governed, and delivered on time and on budget, while providing leadership with clear visibility into execution health, financial performance, and delivery risk. The ideal candidate combines deep delivery experience with strong financial and prioritization acumen.

Responsibilities of Position:



  • Lead the execution and delivery of enterprise projects and programs, ensuring accountability for scope, schedule, budget, and outcomes
  • Establish and operate a PMO Center of Excellence focused on delivery rigor, execution consistency, and performance management
  • Direct and oversee complex, cross-functional programs, intervening as needed to remove obstacles and mitigate delivery risk
  • Implement and manage an enterprise project intake and prioritization process with a strong emphasis on delivery capacity and execution readiness
  • Own project and program financial management, including budget development, forecasting, variance management, and benefits realization tracking
  • Provide portfolio-level execution reporting, highlighting delivery status, financial performance, risks, dependencies, and required decisions
  • Partner with business and IT leaders to sequence initiatives realistically and resolve priority conflicts based on execution constraints
  • Drive standardization of delivery practices, templates, and tools to improve predictability and throughput
  • Oversee delivery governance with internal teams and external vendors to ensure execution commitments are met
  • Perform other duties as needed



Supervisory Responsibility:



  • This position will not manage employees



Skills & Abilities Needed for Position:



  • Experience with portfolio management tools and platforms (e.g., Planview, ServiceNow PPM, Smartsheet, Jira Align)
  • Ability to evaluate and prioritize initiatives based on strategic value, financial impact, and organizational capacity
  • Excellent leadership, communication, and executive stakeholder management skills
  • Strong expertise in project and program financial management, including budgeting, forecasting, capital planning, and benefits tracking.

Experience & Knowledge Needed for Position:



  • 10+ years of experience in project and program management, including 5+ years in a leadership or PMO role
  • Experience managing large, complex portfolios of projects and programs in an enterprise environment required
  • Experience operating in a hybrid Agile / waterfall delivery environment preferred
  • Experience implementing and scaling PMO governance, methodologies, and performance metrics required
  • Previous background in large, operationally complex organizations
  • PMP, PgMP, PfMP, or similar project/program management certifications preferred



Physical Requirements in a Regular Workday:



  • Rarely lifting/carrying/pushing/pulling a max of 10 lbs
  • Frequently sitting
  • Occasionally standing/walking

  • Ability to travel between offices, as required
  • Legally eligible to work in the United States
  • Valid driver's license (if applicable)
  • Must successfully complete pre-employment testing
  • Must be able to read and speak the English language
