DESCRIPTION OF WORK

The Opportunity:

Over time you will build a data warehouse to consolidate our key operational systems, implementing BI tools that put real-time information in the hands of people who need it. This role is made for someone who has spent their career at the intersection of technical depth and human dynamics - who can reverse-engineer a broken data pipeline in the morning and facilitate a room full of skeptical program managers in the afternoon.

You will be handed a mandate, genuine executive support, and the opportunity to design the solution yourself. This critical position will have the autonomy to lead, build relationships and credibility to change culture and make adoption happen. As the program matures, you will build a team; hiring and developing analysts, data engineers, and BI professionals who will grow alongside the work.

We are a large Pennsylvania public agency responsible for the facilities that house state government, the capital programs that build and modernize them, the real estate portfolio that supports them, and the procurement and supplier diversity programs that fund them. The work we do touches billions of dollars in public investment and the daily operations of thousands of state employees. The work of this agency is not abstract. Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
    • Work and telework schedule may be flexible and can be discussed further in the interview. You will be required to report in-office a minimum of 2 days per week.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Five years of professional experience in business process analysis, strategic or program planning, business process improvement, change management, project management, program evaluation and analysis, or related work, and a bachelor's degree; or
  • An equivalent combination of experience and training.

Additional Requirements:

  • You must possess a Bachelor's degree in data science, Information Systems, Computer Science, Statistics, Business Analytics, or a closely related technical field. (A degree in a non-technical field will substitute for the technical education requirement if you possess a professional certification such as AWS Certified Data Analytics, Microsoft Certified: Azure Data Engineer, or Certified Analytics Professional.)

  • You must have at least five years of experience developing, leading, or executing an enterprise-level data strategy or data governance program within a large, complex organization (public sector, government, or comparable private sector organization with 500+ employees).

  • You must have experience leading the design and/or implementation of a centralized data warehouse, data lake, or enterprise analytics platform that consolidated data from two (2) or more source systems (e.g., CMMS, ERP, procurement, real estate, or project management systems).

  • You must have experience with one or more business intelligence or analytics platforms (such as Power BI, Tableau, Looker, or comparable tools), including dashboard development and deployment to non-technical end users.

  • You must have experience establishing or formalizing a data governance structure, including data ownership, data quality standards, access controls, and accountability frameworks.

  • You must have experience designing and maintaining organizational performance management frameworks, including the development of Key Performance Indicators (KPIs), benchmarks, and executive-level dashboards or scorecards.

  • You must have experience leading organizational change management initiatives specifically related to transitioning an organization from manual/spreadsheet-based reporting processes to automated or platform-based data operations.

  • You must have experience serving as a bridge between technical staff and non-technical operational leaders, including development of training programs or self-service tools for non-technical users.

  • You must have at least three years of experience in a senior leadership or management role, including direct supervision of professional staff (analysts, data engineers, BI developers, or equivalent) and management of vendor or consultant relationships.

  • You must have experience advising executive leadership (C-suite, agency head, or equivalent) on data strategy, analytics insights, or technology investment decisions.

  • You must have experience managing project budgets, timelines, and procurement processes for data, analytics, or technology initiatives, including oversight of third-party vendors or system integrations.

  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Master's degree or an MBA with a demonstrated concentration in data, analytics, or information technology.
