Strategic Financial Planning Specialist

This position requires an active TS/SCI with Full Scope Polygraph clearance.

Cherokee Preting is seeking a Strategic Financial Planning Specialist to apply systematic approaches to identify, analyze, and improve business processes to achieve significant improvements in performance, efficiency, and effectiveness.

Strategic Financial Planning Specialist Responsibilities Include:

  • Develop and maintain financial models, conduct financial analysis and forecasting, and create financial plans that support the CMAP's strategic objectives, including revenue, expense, and cash flow forecasting, as well as identifying trends, opportunities, and challenges to inform decision-making.

  • Develop and maintain financial models to support strategic planning and decision-making including forecasting revenue and expenses to support monthly preparation of financial statements.

  • Conduct financial analysis/forecasting to identify trends, opportunities, and risks.

  • Develop and implement financial plans aligned with organizational strategic objectives including budgeting, forecasting, and resource allocation.

    • Facilitate administration of SLAs and maintaining budgets and resource data w/Basis and Cognos for reports

    • Maintain client Service Level Agreements (SLAs), amendments to the SLAs, the official files relating to the SLAs

    • Coordinate SLA revisions with customers and execute RCAFs

    • Ensure accurate accounting for expenditures; coordinate with customer, Government finance offices, and other stakeholders as required

  • Analyze and recommend financial strategies including financing options, investment strategies, and risk management.

    • Work with Government managers and project managers to maintain budgets, and provide budget updates and corrective actions as needed.

  • Provide financial insights and recommendations to staff management to inform strategic decision-making.

  • Develop and manage facilities related operating budgets and capital budgets that align with strategic objectives.

  • Conduct regular variance analysis to identify and explain differences between actual and budgeted results utilizing USG systems such as Basis and Cognos in coordination with B&F teams.

  • Analyze and recommend financial adjustments to ensure the organization meets short term and long-term objectives.

    • Conduct market analysis and research to identify trends, opportunities, and risks impacting financial performance.

  • Collaborate with CMAP management and stakeholders to develop and implement financial plans and strategies.

  • Provide financial guidance and support to other departments including financial analysis, budgeting, and forecasting.

    • Directly facilitate the financial planning and execution of necessary program requirements in coordination with B&F offices and Staff COTR/GTM for procurement and acquisitions.

  • Maintain financial policies and procedures to support strategic financial planning and decision-making.

  • Formulate and implement financial policies and guidelines in accordance with industry and USG standards.

  • Performs other job-related duties as assigned.

Strategic Financial Planning Specialist Experience, Education, Skills, Abilities requested:

  • Must have a minimum of five (5) years of relevant experience in Financial and Business Programs.

  • Must have excellent interpersonal skills and strong communication in oral and written formats.

  • Working knowledge of Adobe Acrobat, MS Office, MS Excel and Windows

  • Must have working knowledge of financial and contract systems for administration and reporting.

  • Advanced knowledge of Governance/Compliance associated with Contracts and Facilities programming and reporting.

  • Comprehensive and thorough knowledge of:

    • Benchmarking/metrics

    • Strategic business planning

    • Change management

    • Data modeling/analytics

    • Creative problem solving

    • Decision briefing

    • Risk management

  • Must pass pre-employment qualifications of Cherokee Federal.
