LOCATION: Sterling, VA SUMMARY: The "Principal, ESS Solutions" position for the Security & Construction Management Division (SCM) provides strategic and technical leadership for the development and integration of advanced electronic security and force protection systems in support of U.S. government and defense programs. This position works to develop solutions, expand customer relationships, develop proposals, explore technologies which may be required in new ESS markets, understand staff requirements (such as state-required certifications), penetrate new markets with insights of the specific requirements, buying/procurement processes, and developing contacts. This position requires a full understanding of ESS technologies such as access control, video surveillance, intrusion detection, perimeter defense, and integrated command-and-control systems. The successful candidate will have a proven track record managing complex Electronic Security Systems (ESS) programs within both a government contracting and commercial environment, with strong knowledge of DoD and other target market requirements, acquisition processes, and cybersecurity standards. ESSENTIAL DUTIES AND RESPONSIBILITIES: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position. Provide business leadership for all business analysis, engineering design, development, and sustainment activities within the SCM Division to identify and develop customer interest in BCF ESS services, and expand the BCF ESS portfolio. Develop and propose high-quality Business Plans to chart a course for predictable investments and returns for new ESS business, through either new clients and/or new ESS markets. Utilize extensive experience to propose credible solutions to potential clients, with requisite vision development in concert with potential clients, resulting in proposals and new clients for BCF. This will require 25+ years of experience with system architecture, hardware and software engineering, integration, testing, and validation of electronic security systems for government, defense and commercial customers. Ensure compliance with all applicable standards and regulations, including DoD, DHS, NIST 800-series, DFARS 252.204-7012, and related cybersecurity and export control requirements. Support bid and proposal (B&P) activities, including technical solutioning, cost estimation, and proposal writing. Develop and execute technology roadmaps and R&D initiatives aligned with government mission needs and contract requirements. Collaborate closely with Program Management, Contracts, Quality Assurance, and Security teams to meet all customer deliverables and compliance mandates. Foster relationships with government customers, primes, and subcontractors to support current programs and capture new business opportunities. Work with other BCF Management to set engineering budgets, staffing plans, and capital allocations to optimize program execution and profitability. Mentor and develop technical staff, promoting a culture of accountability, technical excellence, and mission focus. EDUCATION AND EXPERIENCE: Bachelor of Science is required Minimum 25 years of leadership experience in ESS implementations Project Management Professional (PMP) At least two industry-recognized ESS certifications such as Physical Security Professional (PSP), Certified Security Project Manager (CSPM), and Certified Security Engineer Integration Professional (CSEIP) COMPUTER SKILLS: Skilled in operating a personal computer and standard office equipment Must have advanced proficiency in a variety of computer software applications in word processing and spreadsheets (MS Office: Word, Excel,PowerPoint) CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE: Must be able to obtain and maintain an DoD Secret security clearance COMPETENCIES - To perform the job successfully, an individual should demonstrate the following competencies: Strong leadership and interpersonal skills with the ability to engage effectively at all organizational levels. May be required to occasionally lift and/or move moderate amounts of weight, typically less than 15 pounds. Work Environment - The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The employee will normally work in a BCF integration facility or at the customer site for system installation and/or testing. The noise level in the work environment and job site can be loud.
