The Aviation Department which operates the Fort Lauderdale-Hollywood International Airport and the North Perry Airport is seeking qualified applicants for the position of Program/Project Coordinator, Senior. for the Airside section of Operations. This is an administrative work coordinating and administering large-scale programs and/or projects related to the overall Airport Operations - Airside section. This class works independently, under limited supervision, reporting major activities and issues through various means of communication and periodic meetings. The Program/Project Coordinator, Senior will maintain effective working relationships with airport tenants, general public, co-workers, elected and appointed officials, and is expected to coordinate and manage operations with considerable independence and initiative. The Program/Project Coordinator, Senior must be able to communicate effectively and be able to read, review, analyze and draft manuals, letters of agreements, standard operating procedures using proper language, punctuation, grammar, and style. Work is reviewed through individual and team meetings, reports, and program achievements. Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration, aeronautical science, aviation management or closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years of experience in a staff or administrative capacity managing special projects, programs or business operations in an airport/aviation or closely related experience.

Special Certifications and Licenses
  • Must possess a valid Florida driver's license during employment and maintain authority to drive on County business.
  • Ability to obtain and maintain a Security Identification Display Area (SIDA) Badge with a Customs Seal.
  • Must secure and maintain for the duration of employment - Airfield driving privileges (movement/nonmovement area driving)

Preferences
  • Master's degree from an accredited college or university with major coursework in airport management, business administration, or closely related field.
  • American Association of Airport Executives, Accredited Airport Executive (AAE), Certified Member (CM), or Airport Certified Employee (AAAE-ACE) in Operations, Communications or Security.
  • Airports Council International (ACI) Diploma in Airport Operations or International Airport Professional (ACI-IAP)
  • Experience in Airside Operations at a Large Hub Commercial Service International Airport.

Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA)



SCOPE OF WORK

Duties and Responsibilities
  • The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

  • Coordinates and administers large-scale programs and/or projects related to the overall Airport Operations - Airside section. This class works independently, under limited supervision, reports major activities and issues through various means of communication and periodic meetings.

  • Maintain effective working relationships with airport tenants, general public, co-workers, elected and appointed officials, and is expected to coordinate and manage operations with considerable independence and initiative.

  • Communicates effectively, able to read, review, analyze and draft manuals, letters of agreements, standard operating procedures using proper language, punctuation, grammar, and style. Work is reviewed through individual and team meetings, reports, and program achievements.

  • The management and oversight of the Airport CFR Part 139 compliance program, which includes all updates to the Airport Certification Manual (ACM) and Airport Emergency Plan (AEP), and maintenance and auditing of all required documentation and records as required by 14 CFR Part 139.301.

  • Coordinates, updates, and conducts annual employee training to all employees (BCAD, BSO, tenants, stakeholders, and FAA) with duties as outlined in the ACM in accordance with 14 CFR Part 139.303.

  • Review of Aircraft Rescue and Firefighting (ARFF) active roster and personnel training files to ensure compliance with 14 CFR Part 139.319 training requirements.

  • Responds to airport emergencies, directs use of Aviation Department resources, coordinates with emergency responders, law enforcement, fire and rescue, and other agencies.

  • Develops, coordinates, and implements operating procedures related to the routine and emergency operation of the assigned specialized area.

  • Performs research and prepares reports as requested on legislation, rules, operational policies/procedures and other factors having an impact on Airside operations.

  • Issues notices of violations and/or citations for non-compliance with airport rules and regulations, Chapter 2, 8 , and 22 of the Broward County Code of Ordinances.

  • Assist in the preparation, coordination, and participates in the FAA Annual CFR Part 139 Airport Certification Inspection and State of Florida Airport Safety Inspection.

  • Ability to interact with command level personnel of police, fire, air carriers, and federal agencies.

  • Ability to carry out complex oral and written instructions.

  • Ability to express ideas clearly and concisely, both orally and in writing.

  • Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures.

  • Ability to implement administrative programs and procedures and to evaluate their effectiveness.

  • Ability to analyze facts and exercise sound judgment in decision making.

  • Assists in the enforcing of Airport manuals, plans, policies, procedures, and contractual tenant leasehold requirements to ensure a safe and secure environment in compliance with established Federal, State, and local regulations including but not limited to CFR Part 139, Part 77, Part 150, FAA Advisory Circulars, CertAlerts, NFPA 407, ICAO Annex 14, and TSA CFR Part 1542.

  • May act as the Airport Manager in his/her absence
