Overview

Beyond New Horizons, LLC (BNH) has an exciting opportunity for a Prime Contracts Manager, supporting TOS II, at Arnold AFB in Tennessee. The Prime Contracts Manager will be responsible for the administration of BNH's cost-plus-award-fee contract with the United States Air Force for Test Operations and Sustainment efforts at Arnold Engineering Development Complex.

Job Summary

The successful candidate will manage the Prime Contracts team and perform functions required to ensure compliance with BNH's prime contract and other regulatory requirements. The job includes working with all levels of the workforce and leadership team to define contract requirements, evaluate impacts from proposed contract changes, coordinate communication with the Air Force, and award and administer subcontract work authorizations for parent company reachback support.

Job Duties:

    Responsible for overall administration of BNH's Cost-Plus-Award-Fee prime contract with U.S. Air Force
  • Manages and supports award, administration, and closeout of subcontract work authorizations for parent company reachback support.
  • Manages Prime Contract Administrator(s) in the day-to-day administration of the prime contract, subcontract work authorizations, and other related efforts.
  • Writes and reviews policies and procedures required for accomplishment of Prime Contract and related functions.
  • Performs and applies research in the contract terms and conditions, performance work statement, contract data requirements list, other contract documents, the Federal Acquisition Regulations and supplements, and other regulatory documents.
  • Provides contract scope and compliance guidance to leadership team based on terms and conditions, performance work statement, contract deliverables, and other contractual and regulatory requirements.
  • Manages prime contract modifications to include coordination and identification of cost, schedule, compliance impacts, and communication with company leadership team and Air Force Contracting Officer.
  • Coordinates formal correspondence between BNH and the Air Force Contracting Officer.
  • Responsible for the review and administration of proprietary information and non-disclosure agreements.
  • Supports quarterly development of Award Fee Self-Assessment.
  • Supports government audits to include Contractor Purchasing System Reviews, incurred cost audits, etc.
  • Participates in process improvement initiatives as needed to increase office/company efficiency.
  • Processes insurance claims as needed.
  • Develops and delivers project training to address prime contract management principles as required.
  • Manages Associate Contractor and Interface Agreements with other on-site prime contractors.
  • Makes determinations of allowability of costs under prime contract.
  • Performs other duties as required.
  • It is a condition of employment to wear PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.

Basic Qualifications:

  • Bachelor's degree in business or law
  • 10 years progressive and relevant experience in Contract Administration
  • In lieu of degree 14 years of progressive and relevant experience in Contract Administration.
  • Current U. S. Citizenship required.

Preferred Qualifications

  • Comprehensive knowledge of the Federal Acquisition Regulations.
  • In depth knowledge of prime contract administration procedures and requirements.
  • Comprehensive understanding of government contracts and the flow-down of applicable clauses and requirements.
  • Working knowledge of subcontract award, administration, and closeout practices.
  • Ability to research complex issues and provide interpretations and recommendations.
  • Skilled in oral and written communication
