About the opportunity

SWCA Environmental Consultants is seeking a Director, Construction Services - West Region to lead construction phase environmental delivery as part of a companywide, matrixed Construction Services program. This position will be reporting to the VP of Construction Services within Program Management. This role operates within SWCA's shared resource delivery model, partnering closely with national program leadership, regional delivery leaders, and cross functional teams. The Director will lead teams composed of both dedicated Construction Services staff and shared resources from across the organization, requiring strong collaboration, coordination, and influence.

The successful candidate will be a leader with experience motivating, aligning, and leading a team of direct and indirect reports and who is an industry-recognized practitioner leading environmental construction compliance and related activities. Qualified candidates will be fluent in issues of importance to construction and have demonstrated ability to develop opportunities into successful sales and sustained growth. The Director will be responsible for translating national and state program standards into effective regional execution while ensuring teams remain aligned, supported, and client focused.

The position will help grow SWCA's Construction Services capabilities and will support client proposals; execute high-profile, complex projects; promote team engagement and quality delivery; lead strategy and agency engagement; and support the growth and maintenance of client relationships.

This is a full-time, regular (with benefits), salaried position. It is preferred that this individual live near one of our SWCA offices in our West Region as a hybrid employee, however, for highly qualified candidates, we will consider other remote (distributed) locations.

What you will accomplish

  • Leads Construction Services execution in the West Region (Southern California and Pacific Islands, Northern California, Pacific Northwest, Southwest, and Great Basin) within a matrixed organizational structure.
  • Manages and support teams that include both dedicated and shared resources, providing clarity in roles, expectations, and accountability.
  • Partners closely with the VP, Construction Services and peer regional Directors to implement consistent national standards, tools, and reporting practices.
  • Collaborates with regional Delivery and Operations leaders to ensure the right people are assigned to the right projects at the right time.
  • Serves as a connector between field teams, regional leadership, and national program leadership.
  • Leads and grows multi-level teams focused on execution of environmental commitments on construction projects Support talent development, training, and retention for construction focused and field based staff.
  • Embodies and represents SWCA Core Values to our clients, regulators, and staff
  • Leads and grows multi-level teams focused on execution of environmental commitments on construction projects
  • Supervises, manages, and mentors Program Management Project Managers and support staff, while providing oversight, guidance, and strategic solutions for course correction on complex and risk-laden issues related to project execution
  • Maintains, grows, and expands program based on strategic client approach and market
  • Accountable for day-to-day project execution, delivery, and support of safety within the programs.
  • Supports VP in driving process improvements for contract vehicles and managing profitability goals.
  • Supports the business planning cycle, regular forecasting, and execution of Key Performance Indicators.
  • Provides technical leadership on major client projects at a national/ regional level, including acting as a Subject Matter Expert (SME) for client-related service areas, and providing appropriate SME coverage for project within all the programs.
  • Supports workforce planning to ensure Construction Services Core Teams maintain appropriate hiring pace to serve client needs.
  • Serves as a steward of the organization's culture by promoting staff development through coaching, mentorship, and skill-building.
  • Meets with core team, Program Management Cohort and other Program Management Leadership regularly to review performance and improve quality and execution.
  • Collaborates with appropriate SWCA leadership to develop strategies and sales projections/goals to support short and long-term business objectives.
  • Serves as an ambassador for SWCA's Safety Culture and implementation.
  • Serves as an ambassador for SWCA's Program Management teams by building and maintaining strong relationships with key internal stakeholders to support program needs and opportunities

Experience and qualifications for success

  • Bachelor's degree in a related field (environmental science, biology, ecology, archaeology, planning, or similar).
  • 12+ years of relevant experience delivering environmental compliance and/or construction-phase services, including leadership roles supporting construction execution.
  • 5+ years of people leadership experience, including leading field based and professional teams in collaborative or matrixed environments.
  • Experience managing complex delivery efforts involving multiple stakeholders and shared resources.
  • Strong consulting and business acumen with experience supporting client delivery, team performance, and project financial outcomes.
  • Fundamental understanding of financial metrics and business planning
  • Experience providing technical leadership for environmental construction phase services (e.g., compliance planning, field monitoring, reporting), with the ability to serve as a go to resource for teams and clients in the Western US Region.
  • Demonstrated experience supporting business development and proposal efforts, including relationships with clients and (as applicable) reviewing agencies, and a track record of helping win and expand work.
  • Ability to travel as needed, for an estimated 30% of the time.

Highly Preferred

  • Experience partnering with EPCs, general contractors, and owner teams to deliver construction phase environmental compliance on complex infrastructure projects.
  • Experience leading matrixed or shared resource teams across disciplines and geographies within a region.
  • Experience establishing or improving field delivery systems (SOPs, onboarding/training, quality checks, and field data/reporting) that increase consistency across projects.
  • Experience implementing consistent tools, reporting, or field execution standards within a program based delivery model.
  • Proven experience managing distributed, multi site field teams and shared resources.
  • Strong working knowledge of federal, state, and local environmental compliance regulations applicable to construction phase work in the West.
  • Demonstrated experience in SWCA's business lines, services, industries, and markets.

An employee in this West Region-based position can expect a salary of $129,829.62-$165,469.12/year. Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law. Regular-status employees are also eligible for performance bonuses.
