General Statement of Job |
Under limited supervision, performs a variety of supervisory, administrative, skilled, technical, and maintenance work in the planning, construction, operation, repair, maintenance, and replacement of City wastewater treatment, water, sewer collection, customer billing complaints, and meter reading facilities and stormwater systems and in the overall management of the utilities division of the city. Work involves serving as Head of the Utilities Department and planning and directing the construction and maintenance of structures and facilities, such as pipelines, water and sewage systems, waste disposal units and stormwater facilities. Essential Job Functions |
- Supervises department employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, and recommending promotions, discipline, termination, and salary increases.
- Carries out, reviews, and recommends City policy to the Assistant City Administrator in the utility division of the city, and manages departmental utility policies for the financial, personnel, and operational activities of the utilities division.
- Develops operational and capital improvement budgets for the utilities division.
- Assures that approved citizen service requests are met in a timely and professional manner.
- Responsible for the daily organization, work tasks, assignments, and supervision of the wastewater treatment plant, water and sewer lines, meter reading/utility billing, stormwater, GIS asset management and other duties that are associated with the utilities division of the city.
- Plans future water and sewer line extensions and rehabilitation projects.
- Plans for adequate future sewer plant capacity and water supply.
- Assures city compliance with state primary drinking water regulations.
- Assures city compliance with the requirements of the NPDES permit for wastewater discharges.
- Obtains necessary construction and operation permits for water and sewer projects from SCDES.
- Responsible for the proper installation, maintenance, and repair of water lines, water taps, meters, meter boxes, fire hydrants, valves and other water distribution appurtenances, sewer lines, sewer taps, manholes, and other sewer line collection appurtenances; assures that SCDES mandated programs such as backflow prevention, sampling, hydrant, and valve testing, etc. are carried out.
- Assures timely response to emergency repairs.
- Assures that Cochran Road Treatment Plant is operated and maintained within city policy and SCDES regulations.
- Acts as a liaison for interaction with the Pendleton/Clemson Wastewater Treatment Plant.
- Acts as a Board of Directors member for the Anderson Regional Joint Water System.
- Maintains daily records on work tasks, materials used, and any unusual occurrences.
- Responsible for carrying out an ongoing preventative maintenance program for the utilities division of the city.
- Dispenses information, remains accountable and advises the inventory manager on inventory.
- Maintains and keeps up-to-date inventory of city-owned tools and equipment.
- Advises the Assistant City Administrator on the utility conditions and makes improvement recommendations as appropriate.
- Reviews private project development plans for compliance with codes, regulations, and standards, adequacy of applications for permits, and compliance with approved plans.
- Assign work activities to crew members concerned with excavating and backfilling trenches and culverts, installing, repairing, and replacing water and sewer mains, joining and caulking pipelines, repairing valves and hydrants, drilling and installing taps in mains, and performing related street repairs, working from land plats, maps, and other diagrams.
- Specifies and purchases materials and equipment for Utilities.
- Inspects work to determine conformance to specifications.
- Provides support to the Chief Operator at the Pendleton/Clemson WWTP for operations and construction.
- Maintains and direct records, maps, inspection sheets, work orders, and memos of city work.
- Provides on-call duty coverage 24 hours a day, 7 days a week.
- Plans, schedules, and implements construction, maintenance, and operation and construction activities designed to provide quality water, sewer, and drainage service for the city; oversees construction and maintenance work to determine acceptability and conformance to standards. Supervises the control and use of, and assumes responsibility for all materials, supplies, and equipment used in the maintenance, construction, and repair of wastewater systems, water systems, sewer collection, and meter reading systems, and other department facilities.
- Inspects and supervises the repair of booster pumping stations, water tanks, meters, and water and sewer systems at frequent intervals to ensure that all aspects of the systems are functioning properly.
- Advises the Assistant City Administrator and other City officials in matters relating to department activities; provides information to various civic, school, and public groups and individuals regarding water and sewer and drainage problems and services. Ensures that all necessary materials, supplies, and equipment are available by maintaining an inventory of parts and materials and obtaining necessary parts, tools, and supplies from the storeroom.
- Respond to complaints regarding water leaks, pressure loss, or no water; evaluates the situation, determine if liability lies with the city or the property owner; explain findings to property owners and notifies appropriate water, sewer and stormwater crew if necessary.
- Contact residents and business owners in the area where services will be discontinued and explain when services will be shut off and how soon they will be turned back on; explain emergency situations to customers that may arise from water line breaks and sewer problems. Oversees the safety of assigned maintenance workers and equipment operators by instructing individuals in proper safety procedures and monitoring work in progress.
- Prepares reports concerned with such items as manpower utilization, time records, work, and materials; makes presentations.
- Assists in motivating and evaluating personnel by acting as a liaison between Utilities supervisors crewmembers and other City supervisors.
- Analyzes and projects the needs of the City for equipment and materials for completion of the same.
- Inspects and assists in the control and use of supplies and equipment used in the maintenance, construction, and repair of water lines, sewer lines,, stormwater and other systems and other department facilities to ensure that all equipment is in proper working order.
- Analyzes annual operating costs and makes recommendations for department budget.
- Provides guidance for construction of sewer plants, water lines and sewer line projects, and pump stations, and writes acceptance letters into the City of Clemson system.
- Recommends heavy equipment purchases, and purchases all supplies, equipment, and materials needed for effective department operation.
- Maintains knowledge of operation and use of motorized vehicles and equipment, including dump truck, pickup truck, utility truck, backhoe, man lift, tamp, plate compactor, saws, pumps, compressors, sanders, generators, trencher, common hand and power tools, shovels, wrenches, etc.
- Maintains skill in use of detection devices, mobile radio, phone, cell phone, the personal computer including word processing, spreadsheet and other software, Auto CAD, GIS, power saws, tapping machine, brush, blowtorch, chisels, wrench sets, air compressor, "bubble"-levels, clamps, clips, fixtures, graphics instructions, jigs, manuals, patterns, rules, schematics, templates, blueprints, computer, drafting table, two-way radio, cell phone, telephone, front end loader, calculator, tax maps, water and sewer system maps, transit and grade rods, electrical testing devices, jet vac truck and other sewer cleaners, blowers, electrical motors, sewer plant equipment, computer-aided leak detection device and analyzer, computer-aided sewer flow monitor, calculator, grade leveling device, service line replacement system, electronic meter reading device, etc.

Additional Job Functions |
- Operates a variety of power construction and maintenance equipment used in the water and sewer department. Provide operations guidance for construction of utility buildings and structures. Assists in the training of other City personnel in utility design and construction techniques.
- Is required to fill in other positions in the department.
- Serves on various committees as assigned.
- Required to make reports to City Council as required by Assistant City Administrator.
- Performs related duties as required.

Associate's degree in biology, chemistry, engineering, or a related field; five (5) years of experience relating to the construction, repair, and maintenance of water, wastewater, sewer collection, and meter reading systems, including the operation of related maintenance equipment with two (2) years of supervisory experience in utility operations; or related area; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. |
Licenses or Certifications |
Must have a valid State Driver's license, or ability to obtain one. Must have a Class "A" Wastewater Operator license and Class "A" Water Distribution license. A commercial driver's license. The employee is required to abide by all City of Clemson, State, and Federal Safety Laws. |
