Location: Working remotely and/or in the field in the Mobile Lab, pop up labs or in-home setting. This position travels throughout the State of Michigan (50%), is remote or in Lansing in a standard office environment (50%).

Purpose: This position provides phlebotomy and administrative support for assigned biomonitoring surveillance, research and community/emergency response activity for the Biomonitoring Epidemiology and Response Section (BEaRS) within the Bureau of Environmental Health at the Michigan Department of Health and Human Services. The person in this position is responsible for collecting blood and urine specimens from project participants and community residents for biomonitoring surveillance, research and response programs and projects and will be cross trained in other aspects of the work including support of participant experience during clinic visits (check-in) and administering exposure surveys. When not working in communities across the state, this person supports participant management and retention activities for BEaRS biomonitoring programs.

Duties and Responsibilities:

Phlebotomy duties (approximately 50% of the time)

• Provides phlebotomy and administrative support for assigned biomonitoring surveillance, research and community/emergency response activity in our Mobile Lab, pop up labs or in-home setting.
• Obtains a variety of specimens, primarily blood and urine, with the possibility of environmental samples with additional training.
• Collects blood specimens using venipuncture and capillary puncture techniques.
• Documents sample collection using electronic or hardcopy methods as required per protocol.
• Logs samples and related information in tracking systems and is responsible for proper labeling, packaging, and arranging biological and other specimens for transport or shipment.
• Maintains appointment schedules, logs participant intake information, collects samples and performs related clinical tasks.
• Cross trained to fill other duties in the field as necessary.

Administrative responsibilities (approximately 50% of the time)

• Support participant management activities for recruitment and retention of participants. This includes taking or making inbound and outbound phone calls and mailing welcome packets and lab results along with other participant communications.
• Documents recruitment and retention activities in REDCap and other data entry programs.
• Meets weekly during the Tech Meeting and with the data team to review participant recruitment and retention procedures.
• Maintains confidentiality of data as required by state and federal laws.
• Cross-trained to fill other support duties as necessary.
• All other duties as assigned.
• Always represent the best interests of MPHI and MDHHS.

Qualifications/Requirements:

Education: High school diploma or equivalent. Completion of an accredited phlebotomy training program that includes an externship in a hospital or busy clinical laboratory setting.

Experience: One year of work in a hospital or clinical laboratory setting is preferred.

Important Skills and Characteristics:

• Working knowledge of the theory of phlebotomy, and venipuncture and capillary puncture methods.

Work Environment and Physical Requirements:Physical requirements consistent with a standard clinic or lab environment. Regular evening and weekend hours will be required. Transport supplies to sites around the state. Items and supplies can be bulky and weigh up to 40lbs. May go door-to-door to engage residents and may be exposed to cold, heat or wet weather conditions. Requires valid vehicle operator's license and frequent travel within the State, including overnights and some weekends. Less frequently, travel may be required outside of the State.

Travel requirements: This position includes weekly overnight travel within the state and involves working evenings and weekends.

RESPONSIBILITY FOR THE WORK OF OTHERS: No assigned responsibilities.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS:This position has a direct impact on the quality of services provided by MPHI to MDHHS.This position serves to support work within the Environmental Health Bureau. The phlebotomist will work in cooperation with the program team(s) to ensure goals are achieved by assisting with mobile lab operations. The person in this position interacts with the public on a regular basis at the mobile lab and internal staff via meetings, telephone conversations, and e-mails, responding to community health concerns and providing information to protect public health.
