Job Summary:

The Program Officer II, Management & Operations (PO-II, M&O) provides central support to the global project M&O team on a large United States Government (USG)-funded global health project. Under the direction of the Associate Director, M&O, they are primarily responsible for providing programmatic, operations and administrative support to the global operations team. Their focus will be providing cross-cutting management tasks at the HQ level, working closely with project leadership and backstopping teams to ensure smooth core operations. They ensure compliance with internal and external regulations. This includes maintaining project trackers and supporting HQ-level coordination of project contractual deliverables, workplans and no-cost extensions submitted to the client, and assistance with meetings and other administrative tasks. In addition, they may perform program management support tasks for select core-funded activities. While this is not a country-focused support role, it is possible that they may provide support to country teams if the needs arise.

Accountabilities: Programmatic Management Support:
  • Provides support to global project management, prepared presentations, and supports meetings.
  • Coordinates routine project meetings and webinars (sending out invitations, collaboratively developing agendas and collecting presentations).
  • May draft sub-award packages and reviews sub-award package and provides comments before submission for approval.
  • Supports processing of payments for HQ-paid subawards and purchase orders.
  • Liaises with subcontractors and vendors; facilitates partner/sub-award communication related to task completion and planning.
  • Prepares and submits monthly FFATA reports to Contract Management Services on behalf of the project.
  • Reviews expense reports and invoices prior to management approval.
  • Reviews purchase orders in the finance system of record (headquarters' (HQ) only).
  • Coordinates the provision of technical, strategic information and management support to established programs, e.g. managing employee and consultant hiring process including recruitment, interviewing, and development of scopes of work and RFA/RFQ/RFPs.
  • Serves as the project's HQ "onboarding champion" providing onboarding coordination and orientation for new HQ staff.
  • Maintains and updates project tracking sheets for contractual deliverables, as well as maintains project files, as applicable. Assists in ensuring document management site is used appropriately by project team.
  • May serve as a mentor to other team members.

  • Receives little instruction on routine work. Receives methods and procedures on new projects or assignments.
  • May provide guidance to other lower-level personnel.
  • Typically reports to a Manager/ Associate Director/ Director.
Education: ** *
  • Bachelor's Degree or its International Equivalent * Communication and Social Marketing, Economic Development, Education, Health, Nutrition, Research, Technology and Youth or a Related Fields.
  • Project management certification preferred.
Experience: ** *
  • 4+ years of relevant experience with projects management principles and practices.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • International or Domestic (US) Program Development or Program management preferred.
  • Prior work on USG-funded projects preferred
  • English fluency required
  • Fluency in a second language (e.g., French, Spanish, Portuguese, Arabic, Russian, etc.) an added advantage

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.
Technology to be Used:
  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

The expected US-based hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget. For internal candidates, salary placement will also follow FHI 360's current promotional increase guidelines. Final compensation will be determined in accordance with applicable law and FHI 360 policy.

Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US-based hiring salary range: USD 64,000 - 74,000 annually

International hiring ranges will differ based on location
