About the Role

Culmen International is seeking a Finance Manager in Alexandria, VA.

The position offers a hybrid work arrangement, with a regular expectation of 1-2 days per week in the Alexandria office. Candidates should live within commuting distance and be able to work onsite more frequently when business needs require

The Finance Manager will manage the financial performance of an assigned portfolio within GSIL, supporting the full project-finance lifecycle from proposal development and project setup through forecasting, billing, collections, and closeout. Reporting to the Senior Vice President of GSIL, with a strong functional relationship to the CFO and Corporate Finance, you will serve as a financial partner to program managers and division leadership.

This is a hands-on role with meaningful ownership and visibility. You will lead financial discussions, challenge assumptions, identify emerging risks, and recommend practical actions to improve performance. You will also partner with Business Development, Pricing, and Operations to help ensure bids-particularly firm-fixed-price efforts, account for the full cost of delivery, including PMO support and applicable indirect costs.

We are looking for someone with progressively responsible government-contracting finance experience, curiosity about how programs operate, and the initiative to see issues through to resolution. The role is well suited to someone ready for a first manager position. Prior supervisory experience is preferred, not required, as is previous experience supporting proposal pricing and PMO budgets. You will have the opportunity to build your leadership skills while working alongside experienced program and corporate finance teams.

What You'll Do in Your New Role

Own financial planning, forecasting, analysis, and reporting for assigned GSIL programs, contributing to division budgets, annual operating plans, and long-range forecasts.

  • Build and maintain bottom-up estimates at completion (EACs) and estimates to complete (ETCs) with program managers, validating labor, subcontractor, procurement, travel, and indirect-cost assumptions against actual performance and delivery schedules.

  • Lead monthly program financial reviews and prepare leadership briefings that explain revenue, cost, margin, and cash variances, identify risks and opportunities, and recommend actions.

  • Manage and forecast PMO and shared-support budgets, tracking planned cost recovery and margin impacts in coordination with Corporate Finance.

  • Partner with Business Development, Pricing, and Operations on bids, particularly firm-fixed-price opportunities. Build and review cost models that capture direct costs, PMO and shared-support costs, applicable indirects, escalation, and risk allowances without double counting.

  • Assess how changes in staffing, costs, schedules, and pricing affect margins, and translate awarded proposal assumptions into executable budgets and operating forecasts.

  • Coordinate project and task-order setup in Deltek Costpoint, including work breakdown structures, budgets, funding, billing requirements, and contract modifications.

  • Drive timely month-end financial inputs, including accruals, cost and labor-charge reviews, revenue support, and corrections. Work with Accounting to reconcile actuals and commitments and validate indirect-rate impacts.

  • Coordinate billing preparation and review, monitor accounts receivable and unbilled balances, and resolve issues with Billing, Accounting, and program teams to support timely collections.

  • Monitor contract funding, burn rates, commitments, and cash requirements; flag potential shortfalls early and support funding notifications and customer financial reporting.

  • Support international program finance, including mobilization costs, overseas vendor and subcontractor payments, foreign-currency assumptions, and local cost considerations.

  • Coordinate financial closeout and maintain accurate supporting records for audits and customer requests.

  • Improve reporting tools, dashboards, and financial processes; mentor assigned staff and assume supervisory responsibilities as assigned.

Required Qualifications

  • Bachelor's degree in finance, accounting, economics, business, or a related field.

  • 4+ years of progressively responsible finance or project-controls experience supporting U.S. government contracts. Government contracting experience is required.

  • Demonstrated progression into greater responsibility for program or portfolio financial performance through analyst, senior analyst, lead, or comparable roles. A prior manager title is not required.

  • Hands-on experience with program forecasting, estimates at completion (EACs), estimates to complete (ETCs), accruals, variance analysis, and budgets, along with experience supporting billing, receivables, or cash-flow analysis.

  • Experience using Deltek Costpoint for project financial reporting, cost analysis, or project setup.

  • Advanced Excel skills and the ability to build, maintain, and validate financial models.

  • Working knowledge of cost-reimbursable, time-and-materials, and firm-fixed-price contracts, including how contract terms affect financial performance and billing.

  • Familiarity with direct and indirect costs, cost allowability, funding controls, and supporting financial documentation in a government-contracting environment.

  • Ability to investigate discrepancies, challenge assumptions constructively, and explain financial results and recommendations to program managers and other nonfinancial audiences.

  • Strong ownership, attention to detail, and follow-through, with the ability to manage competing deadlines, protect sensitive financial information, and collaborate across functions.

Desired Qualifications

  • Experience supporting international programs involving logistics, construction, training, security or intelligence mission support, foreign assistance, or base operations and life support.

  • Experience supporting Business Development or Pricing teams with proposal cost models, particularly for firm-fixed-price opportunities.

  • Familiarity with PMO and shared-support budgets, indirect-cost recovery, escalation assumptions, and analysis of their impact on program margins.

  • Experience translating proposal pricing assumptions into program budgets and tracking performance following award.

  • Experience mentoring colleagues, coordinating team deliverables, or supervising staff. Formal supervisory experience is preferred, not required.

  • Experience with Power BI or comparable financial reporting and visualization tools.

  • Experience supporting annual operating plans, long-range forecasts, or improvements to financial reporting and processes.

Candidates do not need to meet every desired qualification. We welcome applicants with a strong GovCon finance foundation, demonstrated career progression, and the initiative to grow into broader portfolio and leadership responsibilities.
